
Henry McGregor CA(SA) ACA RA CFE MCom
Henry McGregor is a Chartered Accountant and Registered Auditor with extensive experience across public financial management, development finance, and institutional capacity development.
Henry currently serves as Head of the Treasury Advice Office at the Parliament of South Africa, where he provides strategic advisory support on fiscal oversight, strategic planning, budgeting.
Previously, Henry was a Consulting Manager at Pegasys Strategy and Development, within the Resilient Infrastructure Investment and Cities practice. In this role, he delivered technical advisory services on infrastructure project costing, funding, public financial management, and regulatory compliance for large‑scale development and infrastructure programmes.
Internationally, Henry is a recognised contributor within the INTOSAI community, having worked extensively with Auditors‑General and Supreme Audit Institutions across Africa, the Caribbean, Europe, and the Pacific. He has held senior roles with the INTOSAI Development Initiative (IDI) and AFROSAI‑E, where he led capacity‑building programmes, developed competency frameworks, supported the implementation of international auditing standards, and advised on institutional reform. His experience includes serving as Technical Advisor to the Auditor‑General of Vanuatu and supporting development programmes for the Swedish National Audit Office, the United Nations Development Programme in Palau, and the International Fund for Agricultural Development.
Henry holds a Master of Commerce in Development Finance from the University of Cape Town Graduate School of Business, a Bachelor of Business Science (Finance Honours) from the University of Cape Town, and a Postgraduate Diploma in Advanced Accounting.
